There is intense policing in these black neighborhoods:
•About 44% of those stops (stops, searches, etc.) occurred in two small predominantly African-American neighborhoods that contain only 11% of the city's population
• Hundreds of individuals were stopped at least 10 times during this period, and seven were stopped more than 30 times
• Only 3.7% of those stops resulted in citations or arrests
"Oh but maybe blacks commit more crime".
That may seem to be the case; but look at these excerpts from the Department of Justice investigation:
