Chicago police have cost the city more than half a billion in settlements since 2004 , even for so called fiscal cons this should be concerning but police unions and firefighters are the only acceptable public unions for them unlike teachers'. These reports always document a myriad of abuse and not only linked to bad shootings but the debate almost always seems to be linked to the police shootings. The so called Independent organization is revealed to be just a rubber stamp for police.
