Mass has tons of social programs, constantly is providing grants for high risk areas etc and tons of factories and temp jobs that provides felons with jobs so they don't have to resort back to a life of crime

It's a combination of a lot of things. Not to mention our sub cultures are very meddled together. For example it's fairly easy for someone growing up in a bad neighbor hood in Springfield to follow a good path because of how much alternative things there are to do, especially within music. It's regular shyt here for people in the worst hoods to hang out with the hipstery art & music weirdos out by Amherst & north Hampton
