An entitlement is anything that is any right granted to you by law. Its the same whether you pay for it or if its simply owed to you because you qualify for it. When these right wing fukks speak on entitlements they frame it as if its something given, a handout that wasnt earned. They often frame it as such "Why should anyone be entitled to free food and housing, people should work for what they receive". So when you speak in those terms they are saying people are feeling entitled to be given things because they dont want to work.

That is completely different from SS which is something that people pay into. People arent asking for something they didnt earn, they want the return on investment back from the money they paid to the government.
