A lot of the international press this story is getting right now is extremely sensationalist.
Generally, land reform is a major sticking stone in SA politics for obvious reasons, and the process has been extremely slow and uneven since 1994. Its gained more currency than usual in past couple of years because the new EFF opposition party has been pressing the ANC on it. The new President is eyeing next year's election and that partly explains his declaration and the Parliament's recent proposal. Whatever ends up happening in the long-run will be decided after 2019 imo, I would not expect any major policy to get implemented between now and the election.
