That's because Tariq is using Cape Town as a microcosm of the entire country. It's like a European visiting rural Arkansas and assuming the entire country is filled with backwater hicks and rednecks and black people mired in poverty. Cape Town is in a province with the lowest percentage of blacks in the country. You wouldn't realize that there are enclaves where black people are actually doing pretty well. I've been to Johannesburg and there are wealthy black areas and of course many black businesses. Their government is also controlled by Africans. The problem as always is corruption, which shows itself in a lack of job growth and employment opportunities.
Credit to the dude for going to the townships and showing the other side of things though. Some of those areas can be very violent.
