I used to intern at a big bank in the back office and we used to bundle a bunch of different tranches into CDOs in my department. It was crazy, they found a way to dupe all the ratings agencies into giving all these CDOs AAA ratings even though they consisted of nothing but equity tranches. And I'm pretty sure they knew it was bullshyt too.
I'm pretty sure about 95% (probably more) of the people aren't there anymore.

honestly, it doesnt matter whether the government is incompetent or malicious at this point. they are inept. i dont even care what their motivations are. their performance is terrible. no matter what criteria you are judging our government on they are failing. and they must be replaced immediately.
