Has nothing to do with Hayden. Teddy has better pocket mobility, better awareness, better scrambling, better at reading defenses.
Carr has him on arm strength and I'd say he's a tad more accurate. Just keeping it real. Teddy has been better so far in their careers.
Now its not that fair to Carr because Teddy has the benefit of Norv.

get sacked 39 times (compared to 24) but read defenses better, have better awareness, and pocket mobility brehs.
it's still too early to put one over the other.
I think what makes teddy better is mainly his mobility. I don't think the talent gap is that big though. Carr can make reads too it's just teddy can scramble a bit and open things up a bit similar to russ
carr can scramble too though and he's faster than teddy.
