Inmates in federal and local custody can work for extra privileges before they are sentenced.
Yeah, it is a chilling story, but a familiar one. I think it is at least partially because I can picture these guys, the kind of beer swilling/hard drinking 9-5 guys, who probably have wives at home.
Women should be guarded by women, I think that would go a long way towards curbing sexual abuse. Ordinarily I wouldn't say that, because its like giving men a pass, but I think rapists are going to be too common in the kind of guy who applies to be a CO.
