He should've gotten his papers sorted out a long time ago rather than assuming and resting on his laurels.
He came here as a student meaning that he was on a student visa. After he got married, he didn't attempt to apply for permanent stay which he probably would've gotten because of his marriage.
The 90s and early 00's was the easiest time to gain citizenship.
