Voter Turnout vs. Quality Of Candidates... What Is More Important TODAY?

What do you think is more important today and why?

Voter turnout, meaning how many people get active in politics and go vote, or even not active in politics but goes out to vote.
OR
The quality of candidates going for elected office?

I think it is the quality of candidates.
Because even if you disagree with me and want more voter turnout then the only way to increase the turnout of quality of candidates.
People keep complaining of voter turnout and it's only getting worse, mainly because the people complaining want to complain about the problem not the solution, because if they talk about the solution they will end up complaining about the party which they support, and they are too blindly loyal to do that.
So it becomes a perpetual vicious circle that never comes to an end.
