To serve the government. A lot of police have quotas on how many people they have to arrest or how many tickets they have to give out. Its all about gathering money through fines, tickets, court cases etc.

When we had a few domestic situations going down, we wanted them police. When someone was raped in our neighborhood, we wanted the police.
