Red headed stepchild division that nobody really wants to be in and it's been that way since it was created...stepping stone division for big Light Heavyweights that are either in the process of transitioning to Heavyweight...or just to lazy to try to make Light Heavyweight.

The division always produces entertaining fights since most of the tops guys @ Cruiser are limited B-Level guys and mostly evenly matched.

This is THE answer

all it takes is one guy.

if a cruiserweight came out tomorrow and started talking as if he was the pGOAT, he'd sell ppvs.
David Haye in his prime days had that IT factor and crossed over somewhat. But he ultimately did what OP mentioned and moved up to HW (either to try and become a real star, or to get that PPV money), so it's not like the CW division benefitted from that. He could have made the weight comfortably at any given time IMO and opted to stay at HW.
Holyfield also became more of a star after making the leap to HW too.
Struggling to think of anybody who did it going down a division though.

I guess the division needs a golden generation to really kick things off and build from there. It is still a relatively young division compared to many others.
