Wily should have at least stopped using robots that were compatible with Megaman so he couldn't steal their strengths...and even if he wasn't good enough to change programs or whatever since he was jacking Dr. Light's work, he should have at least picked groupings of bots that didn't reciprocate. Some of those boss battles were really brutal until you realized, all you need is the right weapon.

Edit: Sidenote, Umbrella should really have figured out that Chris, Leon, Claire and Jill aren't losing to a damned self-destruct sequence.

and furthermore...if Megaman gets through 7 bosses with little problems...STEALS all of their weapons..so now he has PROVEN WEAPONS to defeat your robot minions....

..why would you, in your fortress/lair/last level put all 7 of those bosses in a row so he can go through them again 1 by 1. Giving them a LITTLE more health isn't going to save the day

Desperation. Each robot was controlling a specific zone. You can only allocate so many resources to domination when you are just one rogue mad scientist, friend. Maybe Wile should have waited another couple years and made another 8 robots.

Megaman was programed to follow the three laws, so he can't hurt humans.

He did program X to have %100 free will to do whatever, so he could kill humans if he wanted. But Light put him through morality training while he was in a capsule for 30 years to make sure he would do the right thing.
