Here's the thing the T-800 while tough has several flaws regular people can exploit. T-1000 on top of being a shape shifter was built for infiltration and stealth as a primary function which called for much more sophisticated programing.

It’s clunky, easy to see coming and rarely runs. Also what’s stopping me from getting on a plane going overseas and then booking a cruise. That stupid MF would never make it on a plane
