Same thing happened in Vegas a couple years ago. Give them some actual prison time. Parents should be on the hook as well. Also, take away the drivers licenses for life

Yeah, thats crazy....but keeping them in jail is not gonna solve anything....give them 5-10 years......and after they are released make sure that 15% of their earnings go to the victims family forever.

Just from that small piece of video, I don't think you charge the 11-year-old for murder here. There was the driver and then the instigator recording who were 13 and 15, I may be wrong, but the 11-year-old wasn't driving and wasn't the one encouraging the driver to hit the guy. Charge the other two but the 11-year-old should get charged with lesser charges.
