There's a difference though. Those kids in the the op were not only brought up under poverty but extreme pressure to join gangs. I wouldn't dare raise my kids in those conditions. Let's say I'm poor and I have kids, then I'm moving to the sticks.

I think it's time Chicago parents move the hell out of that cursed city, no excuses, sometimes sacrifice is needed so that your children can grow up in a different environment. Assuming the parents are normal people.
