They'd have to do it via budget reconciliation just like the GOP is doing. If the carnage of this is as bad as we think, the Dems could have a Senate majority after 2028 but who knows? The map isn't great for them.

And in terms of precedent, I can't think of much in recent history of Dems mass reversing GOP tax cuts. But this is different. This bill effectively destroys the best parts of Obamacare (Medicaid expansion and subsidies for the ACA exchanges) and squeezes it. So there should be motivation to go further if you're a Dem lawmaker. Also the cuts to SNAP. The bad student loan stuff. The expansion of the tax cuts.

Maybe we have to go back to FDR coming after Herbet Hoover for the last time a Dem came in and attempted huge changes coming off a disastrous Republican.
