Much of what's in Project 2025 can be achieved through executive actions, federal agency leadership, and rule-making power. Those are all areas under Trump's control. And with Republicans gaining a majority in the Senate, I don't see any of his appointments being blocked. He's going to appoint a bunch of sycophants to do his bidding, just like last time. :/
