Pac's legacy is so great because of the fact that he died at such a young age, in his prime, when he still had "goals" and "messages" to spread- and his death involved/impacted the hip hop industry so greatly.
biggie, MLK, malcolmX (not comparing here) are also examples of this. men who had so much more to do in this world but left early, so their legacy are carried on and around (whether inadvertently or not)
