The spooky shyt about this, Mexico City had a earthquake on 9/19/1985 and on 9/19/2017.

Future state / Future tech would be having a massive array of sensors. Basically the whole Cali/Mexico area is about where the plate snags... as one wall of rock is moving south, where the other is moving north. Eventually because of the rocks there is a snag, and when that snag is violently broken apart it causes a Earthquake.
So those sensors would be able to pinpoint where the plates have stopped moving, indicating the snag... and where the likely Earthquake will happen.
