The dog shouldn't be around a toddler if it isn't trained, the owner is to be blamed.
On top of that a dog can bite anyone and be disciplined and trained not to do so again.

Um nah breh. I am an dog lover but nah. The dog ran out of the house and attacked the child unprovoked. Who is gonna take the time to train and correct this dog? The owner is obviously unfit but who is gonna do it? And what about that child's face?

I've had many dogs and not one has ever bit a child. Yes it's the owners fault but at the same time the dog is now a safety risk to others and small child.

I literally did.
I said the dog can be trained to modify its behavior and I said culpability for the incident should be placed on the owner.
Its pretty simple.
Try to drop the emotionalism and focus on logic.
Now if you want to question how the training to modify the dog's behavior is given, easy, remove the dog from the owner and transfer to a dog behaviorial specialist and dictate that the owner has to pay for it as part of their restitution.
