no because different "races" can share the same haplogroups... some french share the same as north africans and etc... north africans with east aricans so and so forth.
They don't really "share" the same groups though, do they? There is a diversity of hablogroups found throughout the races, however the primary hablorgroups for Europeans are R1a and R1b. R1b is more predominate in Western Euro's and R1b is heavier in Eastern Europe.
People with heavy hablo admixture would obviously become mixed raced.
