There are a shytload more black hip hop artists so you'll get more sub-genres out of them, logically, mathematically, however you want to put it.

From my observation most white rappers seem to come from the East Coast as well and seem to keep it underground (La Coka Nostra boys, Diabolic from New York, Slaine from Boston, etc) and very political.
