Normally there are limits in the amount of people that can live in a certain size apartment. I'd talk to the complex managers. If you get no luck with them, it's time to call CPS if they have kids. You're concerned, it's not safe ..I'd make their lives a living hell. Call the cops and say you smell marijuana, noise complaints, etc. I'd also get a police report for the car. They'd leave eventually...
