The black vote are tools of the establishment (like a hammer or a gun is a "tool"), only to be weaponized and utilized at the establishment's convince against political opposition. The black vote is hamstrung by "establishment" politics as it does not really respect it's voice, but because of a two party system we have, it never has to respond adequately to it. There's always a "well, it could be worse ", so essentially it leaves no flexibility for black voters.
