I hadn't been keeping up with the shenanigans' going on in Libya and did not put this on my "2025 bingo card"

This actually reminds me of a similar story that was happening Zimbabwe back around 2010 ....with a case in northern South Africa happening in 2017.
women were picking up and "taking sperm" from hitchhikers after making them drink something; then dumping them on the road.
