I think you almost to have to nowadays cuz if you don't sumbody else is gonna take your spot. The biggest artists are the ones who constantly put out music

Nowadays you would think it behooves an artist to do so. Because of the accessibility of music nowadays listeners can easily lose interest in an artist if they aren't ubiquitous. All the top artists: Rick Ross, Drake, Rihanna, Chris Brown, Wayne, etc...make it a point to be out there (features, mixtapes, albums...) as much as possible.

Unless you're a legend I need an album every calendar year

This

But look at the music in the 60's-70's for Rock groups; The Beatles, Doors, Rolling Stones, Jimi Hendrix were dropping albums left and right. Different genre, decades, etc, but there's no excuse for artist to go through a Juelz Santana, Jay Elec drought

I'm talking about Nas and Jay. Julez or Jay Elec is not a legend

Being a legend doesn't make you exempt from being labeled "irrelevant" in todays climate. For example look at at most of the Wu. Legends should be dropping shyt at a more rapid pace also. There's no excuse. That is unless they just don't give a fukk about relevancy.
