I'd have to go with Naruto at this point.
He's got complete control over Kurama's chakra which is nearly inexhaustible. That gives him a stamina edge over Goku whose best technique at the time was Kaio-ken (Spirit Bomb is useless in a 1 on 1 because of the time delay) which puts enormous strain on his body and can't be maintained for long.
Once Naruto assumes 9 Tails Form, that's worse than base Great Ape, which literally stomped him out with ease. 1 Tailed Beast Bomb & this shyt is over.

naruto in no way or how is beating Goku. Goku blitzes that nikka.
His speed was trash in the Saiyan Saga but if you want to go with "he'd blitz" as your only reasoning, it still fails. They called this man the Orange Flash, speed that looks like teleportation once he got control over Kurama. Goku has no speed advantage.
Not to mention Hokage Naruto got much stronger than that.
