The few places ive seen it work have had a captive market on dayone. They eliminate risk .
Think of a black person which opens a restaurant where everyone from church is pressured to frequent, and that always gets catering orders from that same church. Or maybe an ethnic group that unites around a local food champion like samoans all supporting a pork bbq joint or all the Vietnamese from an area supporting a fish spot. East Africans are good about this too. Or even a local pizza spot near a college thats owned by a college student or popular professor.
In these instances, they have enough predictable cashflow while trying to expand into the general market. Its the folks who have the crazy idea of competing for marketshare on their first day that struggle

Here in DC, I'd import some New Orleanians, and putting a Po Boy shop right on the Wharf.

and how did it end?
i wasnt the owner, but i ran it open to close or open to 5pm six days a week. most of my complaints are about the owners not giving a shyt. i'd regularly run out of toppings and flour. they actually had me taking money out of the register to go to the grocery store to buy toppings.
we tried. i put a good crew together and we made some great food. pretty much came up with the menu as well.
i used to feed homeless people until crazies started showing up begging for food. they'd get a plate, walk across the street, and drop it on the pavement
wasnt just one time but i think by the 10th time i cut everyone offif i had more power+money it could've been something, but i think the owners were on some sheisty shyt. we had checks bouncing. they sold the building later.
I'm going for more of a Blues / Jazz Bar down here in Louisiana. I'm thinking small, rectangle, shotgun house type. Small stage for performers, small dance floor, dark and cozy.
