I know Rio is the popular spot, but I also hear Salvador is cheaper on every front from foods, to hotels etc.

This is also my experience. Lima, Peru is as far as you can go before you go into the $800 plus range, and at that price I'm definitely looking at Japan or Korea.

I’m planning my second trip to Brazil right now, NYC & DC to Rio in Jan/Dec are $500-600 round trip right now on kayak.
