My ceiling literally caved in the other night due to leakage from the toilet above my apartment and have a pest/rodent issue that appears to be occurring for multiple residents in my building. Trying to see if I have any recourse for leaving without paying penalty fee.

had this happen to me in my first apartment ever about 10 years ago, the bathroom ceiling was hanging down literally 3 feet and full of water..ended up busting open, i refused to pay the rent until it was fix, slumlord didnt wanna fix it but knew hed have a lawsuit if he tried to evict me..had it fixed immediately

Trash was taken out inconsistently
Shootings multiple times a day
A strong order of PCP that can be smelt blocks away

Southeast is the section that's isolated from the city. It's the most poverty-stricken, crime-infested part of D.C.
