Jed & the Yorks are running the 49ers as a family business at this point, so they're most likely cash poor relative to other owners. They can't spend like other organizations since they literally have to make a profit every year to make payroll, pay their Santa Clara lease, etc.
They aren't billionaires who run a profitable company elsewhere and their sports team is a show piece they can run at a loss ... this is their main business.
That's why they didn't pay to stay in SF, but rather took the deal in Santa Clara.
That's why Paraag Marathe has risen to #1 on the business side of things on the back of all of these games-played incentive laden deals that never put the 49ers in a bad situation contract wise.
That's why you'll see more effort put into concerts, soccer matches, monster truck shows, and local business events getting booked at Levi's than you will in terms of player acquisition.
