Clubber was the only one to KNOCK OUT rocky balboa.
Easy choice for me. Lang had Creed SHOOK and if he was about that action he would've come out of retirement to beat Clubber, to set up a rubber match vs. Rocky for the title. But nah, he stayed outside the ring for obvious reasons.
He was Holyfield's build with Tyson's ferocity. If you think Drago would beat him, do you think Klitchko could beat Holyfield x Tyson?

Mason Dixon went toe to toe with Rocky after Rocky was retired and could not knock him out so Mason is out.
we are left with Creed, Lang and Drago.
Drago was on wild Soviet steroids and killed Creed in an exhibition but could not beat Rocky post prime.
Drago is out.
Lang was hungry and beat Rocky the first fight but Rocky was a better technical boxer in the second fight.

Creed was a show off when he fought...that was his only downfall.
if Creed fought without trying to look pretty he would be the winner 9/10 times against any of them.

Based off their canon careers, it has to be Apollo, tho in theory Clubber could've came back and won the belt after Rocky vacated it
Drago looked the part but even if he won the belt he would've ended up getting busted like Povetkin
