And no one enforces them because there is not centralized authority. Again we are not a monolithic group.

Im not in America by the way. But Ive heard in UK and here in Canada its that high.. and AAs are right on that path

We are not a monolithic group but in every community there is a mainstream train of thought/ideology/set of values, everything else becomes like a "subculture". Black people do not even need a central authority, if they agree a behavior is savage then the community would shun it and the behavior will become stigmatized. The truth is black people are blinded by victimization, so they cannot deal with what they need to when it comes to one another. This is why everything is all over the place and we cant see whats coming in our communities
