I know Detroit had gangs back in the 60s and 70s, not so much now

yup, you also had more gangs back in the day of varying ethnic backgrounds who weren't about trigger play but fighting other gangs/ethnic groups

I think those places just have history with gangs going back to like the 70s and shyt crips, bloods, GDs, BDs, and other places have cliques or like neighborhood gangs which are equally destructive

No, it's because those areas had other non-black groups who black people had to fight against which forced them to create gangs. It especially happens in urban environments where you're likely to run into those groups frequently.
