Grey rep means:

A) The person who repped or negged you was under 50 posts, regardless of whether they're green or not, making any rep they hand out useless.
B) The person who repped or negged you was red (they have negative reputation themselves). When people who are red try to rep or neg someone, their action is made useless by the fact that they have no rep power.
