Hard to say. I'm going with MJ simply because that dude could step off a plane anywhere in the world and be mobbed. Dude would fly to Japan and have PAAGs mob his limo and crying in the streets as he left the airport. The Beatles were popular but I think they don't think they had as much reach as MJ. MJ could literally step off a plane in any country in the world and folks will go nuts.
