Why are people calling 911 for this garbage (no pun)?

That idiotic prosecutor said he wants to crack down on the number of unnecessary 911 calls, so the real solution would be to hand down a hefty fine to the idiots who are choosing to use an emergency line for situations that aren't emergencies.
