W3Schools Online Web Tutorials
Focus on HTML5/CSS and Javascript.
Open up Notepad and a web browser and practice.
Once you learn those you'll be able to chop up any mockup web layout (created in photoshop or otherwise) in a few hours or so.
As far as Photoshop goes I don't think it's important in web design. I used to heavily rely on it to do layout mockups but now I usually go straight to code. I've been using it since 96' so I haven't really explored any online resources. But I'm guessing PSDTuts.com would be the place to go.
Stay away from WYSIWYG editors and the Photoshop -> Dreamweaver workflow. Results in crappy code.
