Just take a look at the divas division. Everybody seems to be playing a role opposite what they should be.
As far as the rest of the roster, most guys are so directionless, it doesn't matter who is face or heel

the is apparent to everyone except those actually running the place. people don't care as much about who wins or loses...they just wait for their cue to chant "this is awesome"

They always make the mistake of making the heels look in the right & justified in their actions.
Male Example: Why should we boo Rusev throwing a match to tend to an injured Lana and cheer Ryback who comes off like a dikk?
Women example: Why whould the crowd boo Paige and cheer Charlotte when most of what she said about Charlotte has been proven to be true and the fact Charlotte comes off very unlikable and has been an a$$hole to her best friend Becky?

Anyone who cosigns this can't be a HBK fan (not saying you are). There's room for "cool" heels, but half your roster can't being trying to be this, so you aren't forced to speak.
Each heel type needs to specify the qualities needed. Still, it falls back to the E, who is not listening to their fans CONTINUOUSLY telling you how they feel about particular wrestlers. They force way too much, not understanding that alignments aren't permanent, as A LOT of heels (should really get The Rock to train this as a master course) end up getting the comfort needed to transition to a face when needed.

GOAT Cool Heels: HBK, Hollywood Rock (Corporate Rock wasn't a stable leader), Jericho, Edge (manic Edge made opportunistic Edge that much cooler), Raven..and okay HHH. Flair was insane and just true heel.
Definition: Lone wolf or stable leader who is so charismatic that he can trick wrestlers of either alignment to join his side, or has a cult like grip on his stable, while also being visually appealing (no homo). Will usually throw whomever under the bus to achieve his aims. Lone wolves are simply dismissive, cockt, sarcastic, brash; but alluring and dangerous, applying stable leader traits, but can't be trusted as their goals will ALWAYS come first, whether known or unknown.
WWE is just not doing this right. They make "cool" heels out of people who need to have the spotlight of learning how to cut promos instead, and it stunts progression.

Yeah there was that. It's only purpose was to bury Ryder, and there was blackmailing his way into the WHC match at mania 25 and still revealing the dirt he had on Vickie. Why are we supposed to cheer this guy?
A lot of heels? Didn't Roman just beat down all the top heels on Smackdown? If one man can do that, then they definitely have enough faces to heels.
