Well, it's a one-sided story. And there are other states that are close to what Hawaii has.
Why do cops get to have sex for their job with a 'ho???
Based on case history, defense attorneys have been able to get prostitutes who were caught by investigators in the act of prostitution to be found not guilty. Why, because the prostitute did not engage in sex with the undercover cop. All they did was "talk" about prices and services, or even went farther where both agreed on a price and money exchanged hands. And a judge sided with the defense attorneys arguments. The district attorneys and police departments have to make their case stronger to win. The solution is for the undercover investigator to engage in sex. It doesn't get drawn out for a long time though. Once they engage in the act, the other investigators storm in and stop the show. Now, they have proof of prostitution and video for an open and shut case.
