You can do the same, when folks say “believe all women” in the way this thread is presented, they are trying to say that historically, women have been systemically treated favorably when it comes to accusations, which is undeniably false. Not saying it's true or false but i skimmed through the article (it's pretty long). I didn't find where they explain that stat.

Only stat that relates to jail time i found with the article was:

"If there is a felony conviction, there is a 69% chance the convict will spend time in jail."

So for the 6% are they counting all the accused as rapists? Are they counting all the people who have had charges dropped as rapists? Are they assuming all women who reported being raped told the truth? It's not clear. Unless im missing something, i think the article did a poor job of supporting that stat of 6%.

I always take stats quoted in articles with a grain of salt.

Your two titular statements don't make sense together. Assault accusations SHOULD be taken seriously, and DO need to be investigated. That's how OBJ was cleared.
The issue is that the women found to be lying about things like this are VERY rarely punished for it, so it incentivizes it due to there being very low risk
