Get something with a 3m adhesive. During the day, or night with a flashlight, from the inside, look for any light leaks around the edges Of your doors and windows. If you see any light, there’s a draft/leak.
Other than that, how old are the windows? Do you hear them rattling in the wind? How well is the area around the windows insulated/air-sealed?
Here's a little test to see how drafty your windows are: Get a stick of incense and light it. Hold it near the window and begin a slow circuit around the window frame. If you see the smoke from the incense blowing back at you, then your windows are not properly air-sealed. Although they may be well-insulated, that insulation is doing nothing since there is no pressure barrier to keep air from moving through it. Air movement = heat loss.
Replacing windows is NOT a wise investment since it takes, on-average, about 50 years for the energy savings to equal the cost of the windows.
