I'm gonna need to think on this one. My instincts make me want to go with Jimmy Darmody, but he fukked up when he was boss. Damn, I'm leaning towards Richard harrow or Omar. Vic Mackey was a goon, but he was more gooning with a crew. Lemme think on this.
