No, I got 4 years @ 12 bucks last year. You get double best buy points from games(250 pts = 5 dollar gift cert), and 20 percent off new games(new games cost 48 bucks instead of 59.99). plus in the witcher 3's case, youd get a 10 dollar gift cert if you pre ordered.

And it stacks with sales. Some people have gotten it to stack with price match( if your lucky, YMMV).

No, 30 bucks for two years but you have that much after buying 2.5 games. It's good if you buy a lot of new games.

I usually buy the week before the game drops and arrange for store pick up. Last two games I've been able to get a day before release. Never tried just walking in and buying a game tho.
