I’d say Penn State cause their director is a graduate of Bethune Cookman (an HBCU)


A lot of HBCU bands got their styles from the Big 10 bands..we just flipped it & added some soul to it

FSU’s band is legit when they wanna be . OSU band seems to be pretty good too.
