best video editing software for the PC ?

What is the best one? I want one where i can blur people's faces as well. I would assume that it is a plug in feature.
Is there program for low end computers?

what would you recommend?

I would say Avid Media Composer. You drop an Image Paint tool on people's faces and you can motion track with it too.
I hate how blur works on Premiere but maybe there are other, easier ways to do it.
I use Avid at work and Premiere at home. Premiere at home because I can drop footage in the program/timeline without encoding like Avid.

Both programs can be bought through the cloud on a monthly basis. Either $50 bucks a month (Adobe) or $75 a month for Avid
With Adobe Cloud you get more bang with your buck because you get Premiere plus all of Adobe's other big time programs.

Sony Vegas is the most popular/best one to general public

Be warned though, video editing is the most cpu intensive thing you can do on a computer and you just said you had a low end computer
