President Biden Announces the Inaugural Members of the President’s Advisory Council on African Diaspora Engagement in the United States​



WASHINGTON – Today, President Biden is announcing the inaugural members of the President’s Advisory Council on African Diaspora Engagement in the United States. The establishment of this Council was a significant commitment announced by Vice President Harris on behalf of the Biden-Harris Administration during the 2022 U.S.-Africa Leaders Summit, aimed at enhancing dialogue between United States officials and the African Diaspora.

The African Diaspora in the United States, a rich and diverse community of African Americans and African immigrants, is foundational to our 21st century partnership with Africa. This community, which includes descendants of enslaved Black Americans, has long advocated for the prosperity of the African continent and its people, and strengthened the unique relationship between the United States and Africa.

In accordance with Executive Order 14089, the Advisory Council comprises up to 12 members appointed by the Secretary of State, and represents the diversity of the African Diaspora from African American communities around the United States and African immigrant communities across the continent and the Caribbean. The Council’s members include individuals who have distinguished themselves in government, sports, creative industries, business, academia, social work, and faith-based activities. They will provide invaluable guidance to reinforce cultural, social, political, and economic ties between the U.S. and Africa, and promote trade, investment, and educational exchanges between the United States and Africa.

Rev. Dr. Silvester Scott Beaman will serve as Chair of the Council. Bishop Beaman’s extensive experience and deep roots in Africa will enable him to lead the Council to achieve its full potential.​



The members of the Council for the 2023-2025 term are:


  • Silvester Scott Beaman of Delaware, Chair -Silvester Beaman is the 139th elected and consecrated Bishop of the African Methodist Episcopal Church. He is currently the Presiding Prelate of the Fifteenth Episcopal District serving in South Africa, Namibia, and Angola
  • Mimi E. Alemayehou of Washington, D.C., Member- Mimi Alemayehou is the Founder and Managing Partner of Semai Ventures LLC, which collaborates with mission-driven enterprises to advance sustainable development in emerging economies
  • Rosalind Brewer of Georgia, Member- Rosalind (Roz) Brewer most recently served as Chief Executive Officer of Walgreens Boots Alliance, Inc. from March 2021 through August 2023
  • Viola Davis of Rhode Island, Member- Viola Davis is a critically revered artist, activist, producer, philanthropist, and New York Times best-selling author
  • Helene D. Gayle of Georgia, Member- Dr. Helene Gayle, M.D., M.P.H., began serving as the 11th president of Spelman College on July 1, 2022
  • Patrick Hubert Gaspard of New York, Member Patrick Gaspard is the president and CEO of the Center for American Progress, a leading public policy think tank working to build an inclusive and just nation
  • C.D. Glin of Connecticut, Member- C.D. Glin is President of the PepsiCo Foundation and Global Head of Social Impact for PepsiCo

The U.S. President’s Advisory Council on African Diaspora Engagement (PAC-ADE) has successfully completed its first visit to the African continent, marking a significant milestone in U.S.-Africa relations. From July 14-17, the delegation engaged in high-level discussions and events in Lagos and Abuja, focusing on strengthening ties between the United States and Nigeria through diaspora-led initiatives.
The visit yielded concrete outcomes that will shape future collaborations. In Lagos, new partnerships were forged between U.S. and Nigerian universities, emphasizing women’s education, STEM, and creative industries. These agreements will facilitate knowledge exchange and create opportunities for students and faculty from both nations.

The delegation also engaged with Nigeria’s thriving tech ecosystem, identifying avenues for increased cooperation in the digital economy.
In Abuja, meetings with Foreign Minister Tuggar and other senior officials reaffirmed the U.S. commitment to building its relationship with Nigeria.

Discussions centered on leveraging diaspora expertise to address challenges in health, climate change, and economic growth. The visit to a USAID-supported healthcare center highlighted ongoing collaborations in improving health outcomes for Nigerians.

This trip underscores the role of the African diaspora in strengthening U.S.-Africa relations. By tapping into the unique perspectives and connections of diaspora communities, the United States aims to deepen its engagement with Nigeria and the broader African continent.

The insights gained during this visit will inform PAC-ADE’s recommendations to President Biden, potentially shaping policies that enhance cultural, social, political, and economic ties between African communities and the African diaspora in the United States.
Established by President Biden and Secretary Blinken in September 2023, the PAC-ADE serves as an important advisory body, bridging the gap between the United States and Africa through the power of diaspora engagement. This inaugural trip to Nigeria demonstrates the Council’s commitment to fostering meaningful partnerships and driving positive change on both continents
