No he wasnt a actual cop, he was a CO, corrections officer. A jail guard, basically he was locking up the people from the culture he glorifies nowadays. People do often become a CO with the intention of one day being a cop, and it's basically a stones throw away from it.
But ya this type of fukkery definitely wouldnt have been tolerated back in the day, dude is the real life CB4. He even stole a famous drug dealers name while the dude was locked up!!!
